Hankkeessa haetaan tasapainoa ja etsitään sovittelun tapoja maaseudun- ja kaupungin vaihettumisvyöhykkeiden uutta asutusta koskevassa paikallispolitiikassa, asumispreferensseissä ja asumisen kestävyydessä. Tarkastelun kohteena ovat sekä asuminen että maankäyttö. Asutuksen tiivistämiseen tähtäävä politiikka näyttää olevan ristiriidassa ihmisten väljyyttä tavoittelevien asumispreferenssien kanssa. Tämä strategioiden ja käytännön välinen ristiriita edellyttäisi dialogia, mutta sitä ei näytetä käyvän sen paremmin kansallisella kuin paikallisellakaan tasolla. BALANCE-hanke lähestyy tätä ilmiötä kolmesta, asukkaiden osallisuutta valottavasta suunnasta: 1) uudet alueet paikallisen suunnittelun ja päätöksenteon prosessien tuloksena;2) Uudet alueet osana kaupunki- ja aluerakennetta: toteutuvatko asumispreferenssit;3) Uusien asuinalueiden asumisen kestävyys: miten kestävyys voidaan määritellä paikallisesti? MTT:n vastuulla on osakysymys 3). Siinä etsitään vertailevien tapaustutkimusten avulla vastauksia seuraaviin kysymyksiin: - Miten saavutetaan tasapaino kestävän asumisen ja asukkaiden asumispreferenssien välillä? - Mitä parhaita käytäntöjä on yhtäältä keskitetyistä, toisaalta hajautetuista ratkaisuista koskien näiden uusien alueiden infrastruktuuria ja asumista? - Miten tietoa hyvistä käytännöistä voidaan siirtää? - Millaista mahdollistamista niiden siirtäminen edellyttää? - Millaisia päätöksenteon areenointa tarvitaan, jotta kestävät käytännöt leviävät ja vakiintuvat? The general aim of the study is to find balancing and reconciliative approaches to local politics, housing preferences and sustainability in context of housing and land use in the new detached housing areas (new villages) in the rural-urban interaction zone. Settlement and community structure in Finland has been simultaneously concentrating and dispersing during the last decades. This polarization process has resulted in the concentration of new settlements to the surroundings of only a few growth centres, whilst traditional rural villages especially in remote areas have been faced with dispersal development. Even till early 1960s, a majority of Finns lived in predominantly rural or even remote rural areas and a large portion of present city dwellers represent only the first or second generation among their families. Rural and close to nature forms of housing are still very desirable according to the housing barometers especially in families with small children. Yearning for countryside is visible in the urban fringe or commuting zone of growth centres where new "villages" of one-family houses have arisen rapidly. Aspects of good life are being searched for in localities where opportunities of both urban and rural living are available within reasonable distance and time. This development has challenged housing and land use planning in the interaction zone between rural and urban areas. One of the main conclusions made by Mäntysalo et al. (2010) was that dialogical political discussion about land use planning is actually lacking not only at the national, but usually also at the local level. At the local level the tension seems to be difficult or even impossible to tackle: inconsistent land use planning practices (where municipal strategies and everyday practices conflict) are examples of this. The pluralism of values and open debate do not fit into the official, consensual parliamentary discourse and its rationality. Since the aim and theme is very complex and multiform, it will be divided to three collaborative sub-projects. The approaches adapted here for housing in the interaction zone are (1) policy analysis, (2) comparative regional analysis and (3) analysis of sustainable housing. The multidisciplinary approach adapted here means that housing and land use in detached housing areas or new villages are regarded as an entity consisting of administrative, political, social and environment-related processes. Neither the planning of housing and land use nor the individual and family-level housing decisions take place in a "vacuum", but through interactive processes including both open and hidden elements. Case study areas are the urban fringes of Kajaani, Oulu, Seinäjoki and Tampere. Research material exploited in the BALANCE project consists of regional and national housing and land use planning documents and interviews of policymakers, statistical and georefenced data, public discussion in newspapers and interviews of inhabitants and documents connected to sustainability of housing. Two PhD theses will be accomplished in the project. Besides scientific and societal results and impacts, the project is expected to find balancing policy aspects useful for planners coping with conflicts between legislation, local planning practices and housing preferences of inhabitants. Scientific results might improve mutual understanding between different actors and parties which could help to mitigate conflict situations in advance. The project will also utilize new methods of knowledge transfer both at the local as well as central levels. The project is also well positioned to trial and demonstrate new approaches both for planning, policy making, housing and infrastructure solutions, and knowledge translation.
